ORGANIZING THE CATHOLIC COMMITTEE ON=20 SCOUTING

Purpose:

This document is intended to offer = guidelines for=20 the organization and operation of a Catholic committee on scouting = for an=20 archdiocese, diocese, or eparchy.

While the diocesan bishop, or his = appointed=20 representative, may determine the method by which a diocesan = committee is=20 established and functions, the plan outlined below is generally = accepted=20 as a guide for Catholic committees in a diocese.

Note: The=20 (arch)diocese or eparchy is the fundamental operating unit of = the=20 National Catholic Committee on Scouting. For conciseness = only the=20 word diocese is used to impart the meaning archdiocese or = eparchy in=20 all documents that follow.

Committee Purpose:

The purpose of the Catholic committee on = Scouting is to=20 give guidance, vitality and leadership in the spiritual phase of = Scouting=20 to all Catholic Scouts and Scouters of the diocese.

The committee endeavors to make the entire = Scouting=20 program available to increasing numbers of youths in parish units = and=20 in units operated by Catholic organizations.

The agenda of the Catholic committee supplements = the=20 program of the Boy Scouts of America, with special instructions = and=20 activities, in the spiritual phase of Scouting as it relates to=20 Catholics.

Committee Responsibilities

The diocesan Catholic committee = shall:
  1. Develop, schedule and carry out a youth = ministry=20 program for all Scouting units within the Catholic = Church,=20 which complements other BSA council or district activities as = well as=20 those of the parish and diocese.=20
  2. Through publicity and other contacts, strive = to reach=20 all Catholic youths and Scouters in units not chartered = to=20 Catholic organizations to permit them to participate in = activities=20 conducted by the committee.=20
  3. Schedule regular meetings, preferably = quarterly, to=20 carry out diocesan and national programs and activities.=20
  4. Promote attendance at annual NCCS meetings by = appropriate committee officers, and subcommittee chairmen, for=20 representation, training and information.=20
  5. Advise BSA councils within the diocese on all = matters=20 relating to Scouting among Catholics.=20
  6. Assist local BSA councils in making unit = organization=20 contacts with all parishes and church-related societies and help = in the=20 establishment of units within these organizations. =

Actions of the Committee:

The diocesan Catholic committee acts = to:
  1.  Encourage the correlation of the = Scouting program=20 with the parish program so that the religious lives of Catholic = youths=20 in Scouting will receive adequate attention and that Scouting = activities=20 will become an integral part of parish life.=20
  2. Arrange to hold field Masses and other = Catholic=20 Scouting youth activities with special emphasis on religious = emblems,=20 retreats, days of recollection, pilgrimages, vocation awareness=20 programs, etc. in cooperation with the clergy and local BSA=20 councils.=20
  3. Cooperate with local councils in securing = chaplain=20 services for Catholics attending long-term Scout camp.=20
  4. Cooperate in recruiting Catholic adults for = training=20 courses conducted by local councils. Through the diocesan = committee's=20 training committee, provide supplemental training for Catholic = adults in=20 Catholic doctrine and principles as these relate to Scouting for = youth=20 under Catholic leadership. Assist them to further their personal = faith=20 formation and to develop their skills as youth workers.=20
  5. Secure publicity in the diocesan and local = press in=20 regard to the activities of Scout units under Catholic=20 leadership.=20
  6. Promote the integration of Scouting within = the diocesan=20 youth program.=20
  7. Promote participation of members in all = national and=20 regional conferences of the NCCS.=20
  8. Cooperate with the local councils within the = diocese in=20 promoting Scouting for Catholics.=20
  9. Advise local councils within diocese on = matters=20 relating to Scouting among Catholics.=20
  10. Assist the local councils in making unit = organization=20 contacts with all Catholic parishes in the diocese, and help = with the=20 organization of units when requested.=20
  11. Assist the local councils in the = re-registration of all=20 Catholic-chartered units and the strengthening of units.=20
  12. Relate to the NCCS regional chairman and = chaplain=20 through the diocesan chairman and chaplain to keep informed of = national=20 issues and activities.

Actions of the local BSA = Council(s):

The BSA council acts to:
  1. Cooperate with the diocese in promoting = Scouting for=20 Catholics -preferably through the Catholic committee.=20
  2. Provide for adequate Catholic representation = in the=20 organization and activities of the local council and on the = council=20 executive board.=20
  3. Cooperate with the diocesan Catholic = committee in=20 recruiting and training personnel who will be especially = qualified to=20 expand Scouting within the council area.=20
  4. Encourage each parish and Catholic = organization to make=20 the full Scouting program available to their youth.=20
  5. Cooperate with the diocesan Catholic = committee on=20 Scouting in plans for retreats, field Masses, days of = recollection and=20 conferences.=20
  6. Cooperate with the diocesan Catholic = committee in=20 providing chaplain services for Catholics at summer Scout = camps.=20
  7. Recognize the authority of the bishop in each = diocese=20 in determining the conditions under which Scouting units may be=20 organized and administered in the diocese.=20
  8. Recognize the opportunity to organize a = sub-committee=20 of the diocesan Scouting committee to represent the council to = the=20 diocesan Catholic committee on Scouting.=20
  9. Have a professional advisor on the diocesan = Catholic=20 committee on Scouting; and the Catholic committee should have a=20 representative on the council executive board or advisory = board=20

Structure of the diocesan = committee:

The diocesan Catholic committee on Scouting, = embracing=20 such local subcommittees as needed,shall include the=20 following:

  1. Diocesan chaplain=20
  2. Diocesan chairman=20
  3. Associate diocesan chaplain -Where possible, = one for=20 each BSA council represented in the diocese.=20
  4. Associate diocesan chairman -Where possible, = one for=20 each BSA council represented in the diocese.=20
  5. Subcommittee chairmen for each of the = following and,=20 where possible, a volunteer representative from each BSA council = present=20 in the diocese.
  1. Religious emblems=20
  2. Religious activities=20
  3. Membership=20
  4. Training=20
  5. Communications/publicity =
  1. Members-at-large as needed to carry out the = religious=20 and Scouting programs.=20
  2. The chartered organization representative = from each=20 Catholic-chartered organization should serve as a member of the = diocesan=20 Catholic committee (or sub-committee for council = service).=20
  3. Secretary and/or treasurer -depending on = committee=20 needs.=20
  4. Youth members -optional. Responsible, mature = Scout=20 leaders can be valuable liaisons and give input to = program.=20

Note: All members of the committee must be = registered as=20 members of the BSA.

Recommended Procedure:

The following process has been used successfully = by=20 dioceses to organize a Catholic committee on = Scouting:
  1. Unless initiated by the bishop, form a small = group of=20 volunteer Scouters (laymen, clergy, and council representatives) = to=20 develop a plan of organization to be presented to the bishop for = his=20 support.
  2. diocesan chaplain and/or chairman is = appointed by the=20 bishop. The chairman may be only a temporary figure to get the = committee=20 established.=20

    Note: it may not always be possible for the = bishop to=20 make an immediate appointment of a chaplain. A chaplain is = essential for=20 the long-term success of a diocesan committee, but much good = work can be=20 done by a lay committee under the authority of the = bishop.

  3. The chaplain and organizing chairman seek out = and=20 recruit a layman for the position of committee chairman. This = person=20 should:=20
    • Be of stature, highly regarded in the = Church and=20 community=20
    • Be acceptable to the bishop.=20
    • Have administrative and leadership = ability=20
    • Be able to recruit others for specific = committee=20 assignments=20
    • Be able to communicate with, and relate to, = the local=20 council and Catholic organizations within his area of=20 responsibility
  4. The newly appointed chaplain and chairman = begin=20 recruiting qualified adults to give leadership to the following=20 positions:=20

    • Vice-chairman
    • Training chairman=20
    • Religious emblems chairman =
    • Religious activities chairman=20
    • Communications chairman=20
    • Secretary-treasurer=20

Remember that = you are=20 recruiting adults who will commit themselves to achieve their = job=20 responsibilities and expectations as presented in their job=20 descriptions.

  5. The vice-chairman initiates a program of = visitation,=20 cultivation, and face-to-face communication with = Catholic-chartered=20 organizations to ensure representatives will become active = members of=20 the committee and carry out the job responsibilities and = expectations=20 described in job description sheet 16-161J.
  6. Conduct training for committee members using=20 Catholic Committee Workshop Agenda, No. 16-170
  7. Use the Program Planning Guide, No. = 16-168, to=20 develop a calendar of events for the remainder of the Scouting = year.=20 Check diocesan and council(s) activities calendars to avoid = conflicting=20 dates.
  8. Initiate a program through the chartered = organization=20 representatives to contact, motivate, and help Catholic Cub = Scout packs,=20 Boy Scout troops, and Venturing crews achieve the requirements = of the=20 Pope Paul VI National Unit Recognition program, No.=20 16-169.
  9. Set goals for the current year.
  10. As this is a joint endeavor between the = committee and=20 local council(s) -each shouldering its own area of = responsibility=20 -contact with the Scout executive is important for guidance in=20 establishing specific and achievable goals, and for such help = and mutual=20 assistance that is available.
  11. Continue to improve the effectiveness of the = committee=20 by conducting an annual checkup to identify and correct = deficiencies.=20 Use the Checklist, No. 16-157. =

Diocesan sub-committees for council=20 service:

Each diocese that incorporates more than one BSA = council=20 must determine how each council is to be represented and served by = the=20 diocesan committee.

  • Where deemed appropriate by the diocesan = Catholic=20 committee on Scouting, diocesan sub-committees may be formed to = serve=20 council needs.
  • Diocesan sub-committees for council service, = as=20 extensions of the diocesan committee, promote, support, and = strengthen=20 Scouting in Catholic-chartered organizations and help local = councils=20 achieve goals and objectives.
  • Where a diocesan sub-committee for council = service is=20 formed, the associate diocesan chairman should represent the = council to=20 the diocesan committee. Associate diocesan chairmen should be = appointed=20 by the diocesan chairman and be delegated specific = responsibilities by=20 the diocesan chairman and chaplain.
  • An important job of the diocesan Catholic = committee on=20 Scouting is to ensure that each of its sub-committees is = organized=20 properly and receives the guidance, motivation, and direction = needed to=20 do the job intended effectively.
