These competitive
awards give recognition to Catholic sponsored units that exemplify Scoutings
ideals. Awards are presented at Scout Sunday in the Cathedral Basilica
on Lindell.
There are three
levels of recognition for both awards: Merit, Honor and Outstanding. Awardees
are selected on a competitive basis utilizing the following criteria:

Background
Our
new National Membership Initiative program with the theme
"Scouting as Youth Ministry" is exciting and it
is important that we continue to create even more excitement
as this program develops and unfolds. "Duty to God"
is a phrase Scouting has strongly endorsed. These words
reaffirm our commitment to the important precepts of Scouting
- the Scout Oath and the Scout Law. The twelfth point of
the Scout Law is, "A Scout is Reverent." In recent
years, as the Catholic Church more fully developed its apostolate
to youth, it became known as Youth Ministry. Scouting IS
a significant part of this ministry. We are espousing the
same values with Catholic Scouting as is being done in families
and the Catholic Church. As Scout leaders and church laypersons,
it is our obligation to continue this growth, and expand
our outreach to more sponsoring organizations and eventually,
more youth.
The
Patch
The
National Catholic Committee on Scouting has created a unique
patch to commemorate the Catholic Membership Initiative.
The patch is not only colorful, but also beautifully fully
embroidered, showing symbols of our Catholic roots -crosier,
cross, shield, youth ministry commitment intertwined with
the Boy Scout logo and the "Duty to God" pledge.
This is something every youth member and Scouter would be
proud to wear proclaiming their involvement with this program.
It is a wonderful endorsement from our members and would
certainly be admired by those not yet affiliated with our
organization.
Use
of the Patch
There
are countless ways to use this patch to promote "Scouting
as Youth Ministry." Diocesan and Unit Committees are
not restricted by any national rules and may present them
for many reasons. The following are suggestions as to who
might be ideal recipients and wearers of this patch:

Each
youth starting on, working on, or completing a religious
emblem.
-
Each
youth and adult member of a Pope Paul VI unit.
-
Each
youth and adult member completing a service project
or attending a retreat event.
-
Each
youth and adult member of a National Gold Medallion
Winner or Regional Finalist.
-
Each
youth participant in the St. George Trek.
-
Each
person contacted to start a new unit such as clergy,
laypeople, KC members, etc.
-
Each
adult member completing a new phase of training.
-
Units
present their own clergy, youth ministers, formation
directors and others involved in youth ministry.
-
All
religious emblems counselors and members of the Diocesan
Committee.
There
are many other possibilities of recipients, and they are
limited only by your imagination.

National
Unit Award
The
Gold Medallion
The
Gold Medallion Award program is established to identify
and recognize the outstanding Catholic Cub Scout Pack,
Boy Scout Troop, and Venturing Crew in each of the fourteen
Episcopal Regions of the United States. It is also intended
to promote the National Catholic Committee on Scouting
initiative to increase Scouting units, youth members,
and adult leaders. National Gold Medallion winners epitomize
those units that excel at providing youth with quality
programs including religious activities, religious emblems
participation, outdoor activities, and special events
that encompass the religious, vocational, and educational
aspects of Scouting under Catholic auspices.
All
units chartered by a Catholic organization (Parish,
School, Knights of Columbus Council, Men's Club, etc.)
are eligible and encouraged to apply for consideration
as Gold Medallion Award winners. All applications must
be submitted along with all supporting materials (documents,
slides, photographs, videos, newspaper clippings, etc.)
to the (Arch)Diocesan Office of Catholic Scouting. The
local Catholic Committee on Scouting will select one
Pack, Troop, and Crew/Post for regional consideration.
Applications of (Arch)Diocesan winners are to be sent
by the (Arch)Diocesan Committee to the Regional Chairman.
Regional Chairmen and Chaplains will select the outstanding
units in their Region from these applications. These
units will receive the National Winners recognition--The
National Gold Medallion Unit Flag and Certificate. All
other regional nominees will receive National Gold Medallion
Finalist Certificates.
Applications must be submitted by December 5, but unit
information should cover the period from January 1 through
December 31. Data should be extrapolated through December
if necessary (e.g. Religious Emblems awarded).
National Gold Medallion winners will be notified in
January and appropriate awards will be sent for presentation
at Scout Sunday observations or an appropriate religious
ceremony.
All applications must be submitted by December 5th to
the (Arch)Diocesan Office, Office of Catholic
Scouting. This committee will select their nominees
and forward the information to the NCCS Regional Chairman
by December 15.

International
Awareness Activity Recognition

The International
Catholic Conference of Scouting, a world-wide
organization, offers a Pin and Patch Activity
Recognition for Cub Scouts, and a Medallion and
Patch Activity Recognition for Boy Scouts, Venturing,
and Scouters. These pins and medallions are offered
to any Cub, Scout, Venturing, or Scouter in recognition
for increased awareness of Scouting in the Catholic
Church throughout the world.
The International Catholic Conference
of Scouting provides an opportunity for its members
to meet together as friends in the Catholic Church.
It links the Catholic Church and the Scouting
Movement all over the world. It contributes to
the complete education of young people through
Scouting from the point of view of the Catholic
faith. It develops and enhances the spiritual
dimension of Scouting in the World Scout Movement.
The Pope appoints priests to
work with the International Catholic Conference
of Scouting as chaplains or ecclesiastical associates.
The World Chaplain for Catholic Scouting is Monsignor
Robert Guglielmone of Wantagh, New York. The Chaplain
for the Inter-American Region is Rev. Leo LeBlanc
of Manchester, New Hampshire.
Funds generated by this program
will further the work of the International Catholic
Conference of Scouting.
NOTE: This is an activity of
the NCCS International Committee, not a religious
emblems program or award. This is a non-restrictive
activity. You may wear the pin, patch, and
medallion for formal occasions.

Bow
Membership Initiative Recognition
The National Catholic Committee on Scouting (NCCS)
is in the midst of a National Catholic Membership
Initiative which is a joint emphasis of the NCCS
and the Boy Scouts of America. This program has
four major goals:
- Organize more units in Catholic parishes and
schools
- A significant growth in Catholic youth Scout
membership
- A strong emphasis on role model adult leadership
- A quality Scout program for all Catholic youth
A set of Golden Bow recognitions is available
for units and leadership working to meet these
goals and increase the availability of Scouting
to Catholic youth:
- A Golden Bow certificate can be presented
at the discretion of (Arch)diocesan committees
to adult leaders and committee members who have
made a commitment to the Membership Initiative.
- A Golden Bow Achievement patch can be presented
by unit leaders to Scouts who recruit a new
member to their unit.
- A unit Membership Initiative Streamer can
be presented by (Arch)diocesan committees to
units increasing their membership by more than
10% (or a minimum or three new members).
The "Golden Bow" symbolizes the arrow
shot from a bow straight toward its target. The
bow represents leadership and charter partners
- the arrow, Catholic Scouting Programs - the
target, Catholic youth in our communities. The
Golden Bow is a symbol, then, of our intention
to deliver quality Catholic Scouting programs
to as many Catholic youth as possible by strengthening
charter relationships, building new units, and
recruiting more youth and adult members. Our goal
is to make the Scouting ministry available to
every Catholic youth.

NCCS Good Turn Project
Overview
The NCCS Good Turn Service Project was instituted
by the National Catholic Committee on Scouting®
Religious Activities standing committee to recognize
Catholic-chartered units for their service to
the charter organization. The recognition includes
a unit Certificate of Merit from the NCCS Religious
Activities committee and a blank individual participant
certificate that can reproduced locally. Outstanding
projects may be summarized and listed in NCCS
literature and/or posted on NCCS website. This
national recognition is available to Cub Scout
Packs, Boy Scout Troops, and Venturing Crews.
There are seven (7) steps to complete the project,
starting with planning the project with the charter
organization and ending with submitting the project
for review and celebrating completion. The Good
Turn Service Project Manual documents each step
and includes templates and examples that can assist
the project leader.
General Information
Introduction
The Good Turn Service Project program is designed
to provide Cub Packs, Scout Troops, and Venture
Crews an opportunity to make an annual contribution
to their Chartered Organization, and build a relationship
between the two. The program is best conducted
as a unit project rather than by a den, patrol,
or individual venture crew member. In exceptional
cases and specific type projects, it may be necessary
to develop a plan for an individual or group in
lieu of the entire unit. The important point is
that the charter organization (CO) makes the decision
identifying the project. Recognizing Scouting's
important slogan "Do a Good Turn Daily,"
and oath "
help other people at all
times..", the National Catholic Committee
on Scouting® (NCCS) strongly encourages Catholic
youth in the Scouting Program to become involved
in unit-sponsored service projects for their charter
organization. Accomplishing an identifiable task
gives a great deal of satisfaction to those participating
in the project, and goes a long way in improving
the relationship between the Scout unit and the
charter organization. In addition, the project
participants are given an opportunity to develop
skills in planning, designing, and implementing
a service project, and will expose them to proposal
writing, interpersonal communication, and budgeting.
Eligibility
Any Boy Scouts of America unit chartered by a
Catholic organization (church, Knights of Columbus,
CYO, etc.) may participate in the program. Individual
participants must be registered members of the
Boy Scouts of America.
Goals and Objectives of the Good Turn Service
Project
The goal of the Good Turn Project is to have
Catholic-chartered units provide a significant
service to their chartering organizations as the
unit members learn project management skills.
The following objectives should take place while
meeting the goal:
- Increased communication between the Scout
unit and charter organization.
- Increased awareness of what the Scout unit
can do for the charter organization.
- Increased project and resource management
skills for unit leaders and youth.
- Increased interaction between the Scout unit
and the (arch)diocesan committee.
Process
The (arch)diocesan Catholic Committee on Scouting
will monitor the program and serve as a point
of contact for the participating units and the
Boy Scouts of America local council. They will
not act as a decision maker as to the merit of
the project, as that should be determined between
the unit and charter organization.
- Unit determine that they would like to perform
a service project (step 1).
- Contact the charter organization to discuss
possible projects (step 1).
- Develop proposals in the unit and prepare
proposal for charter organization (step 2).
- Present proposal to charter organization for
approval (step 3).
- Contact the (arch)diocesan CCS chairman or
chaplain to inform them that you have proposed
a project.
- Complete the project and evaluations (steps
4-6). Keep the diocesan contact updated on progress.
- Send the completed forms to the NCCS office
for Religious Activities committee review. (step
7)
- Duplicate the individual certificates for
each participant after the Religious Activities
committee sends you the unit Certificate of
Merit and blank individual certificate.
- Celebrate the completion of the project. The
unit should be recognized at the (arch)diocesan
level and individuals at a parish/unit celebration.
The Good Turn Project Manual
The manual contains all of the information and
templates needed to successfully complete the
requirements of the Good Turn Project. Each step
has an Introduction, Actions, and the Expected
Outcome.
